Specifies that present law does not apply to a manufacturer that has not previously offered a franchise to an independent dealer in the state and produces only zero emission vehicles to own, operate, or control a new motor vehicle dealership that sells new vehicles that are only of that manufacturers makes or lines, or to own, operate, control, or contract with companies that provide financing, leasing, or service for vehicles that are of that manufacturer's makes or lines.
